These bulk arrangements also play a significant role in bridging the digital divide, as they lower or eliminate adoption barriers that often deter individuals in vulnerable communities from getting connected.
The Federal Communications Commission (FCC) is now proposing new regulations on these arrangements, threatening the significant consumer benefits they provide and undermining their crucial role in expanding internet access to communities that have been historically left behind.
